Rust is removed with wire brushes and sanding discs until the metal is bright or firmly bonded, then treated with a rust converter or rust-inhibiting primer before any color goes on. Painting over loose rust traps it, and it keeps spreading under the new coat. Cut edges and panel ends, where the factory coating is thinnest, get the same treatment.
