Yes, vinyl siding can be painted. It needs a thorough cleaning, a paint formulated for vinyl and a color no darker than the siding manufacturer allows, because dark colors absorb heat and can make vinyl panels warp in strong sun. Cracked or brittle panels should be replaced first, and the siding warranty should be checked before painting.
Why color is the main question
Vinyl softens as it heats. A dark color absorbs far more sunlight than a light one, and on south and west walls in an Atlanta summer that extra heat can push the panels past what they were designed for, leaving waves and buckles. Paint makers address this with vinyl-safe lines and color palettes limited to shades that stay within safe heat levels.
In practice that means staying in a light-to-mid range, similar to or lighter than common factory vinyl colors, unless the siding maker or the paint maker approves darker.

When painting makes sense
Painting is a good choice when the panels are sound but faded, when you want a new color within the safe range, or when replacement panels never matched the originals. It costs a fraction of new siding and takes days, not weeks.

When replacement is better
Replacement makes more sense when panels are cracked, brittle or warped, when many have come loose, or when you want a dark color the vinyl cannot safely take. Paint will not fix a warped panel or a panel that has popped off its lock.

The cleaning step carries the job. Siding is washed with a mildew cleaner and rinsed at low pressure, since high pressure can push water behind the laps. Loose panels are refastened and cracked ones replaced. Once dry, a paint made for vinyl is sprayed and back-brushed into the laps in two coats.
